Welcome
The ECO Income-Eligible Working Group is an ongoing effort that brings together a diverse range of stakeholders to explore how utility-administered, ratepayer-funded ECO (Energy Conservation and Optimization) Programs can better serve under-resourced households across Minnesota.
For the Working Group, we are especially seeking CBOs from across Minnesota that work with income-eligible residents living in various housing types—including multifamily buildings, manufactured homes, rental housing, and shelters—who are passionate about energy justice, household savings, and quality of life improvements. EcoHealth Strategies, a climate solutions consultancy focused on safeguarding our climate future, has been competitively selected to facilitate the working group from May 2025 through December 2026.
To promote transparency, accountability and collaboration, this public website has been created to enable sharing of meeting materials, working group updates and information gathering from participants.

Working Group Meeting Materials and Recordings
- The Working Group will meet every other month, with virtual sessions and in-person meetings. Meeting materials will be posted in this section before each session and notes/attendee lists will be posted one-week after each session.

Steering Committee Meeting Materials and Recordings
- The Steering Committee will meet every other month and guide the direction of the work group over its two-year run. Members include community organizations, advocates, utility partners, and Commerce staff. Meeting materials and meeting notes will be posted in this section
